Treasury Cabinet Secretary Henry Rotich on Thursday went back to face detectives at the Directorate of Criminal Investigations for the third consecutive day.
Detectives are investigating controversial payments for the construction of the stalled Arror and Kimwarer Dams saga in Elgeyo Marakwet County.The CS arrived at the DCI at about 4pm in the company of his lawyer Katwa Kigen.
Police aware of the probe said there were some clarifications that the CS was supposed to make on some issues.He had on Tuesday and Wednesday responded to 301 questions in which he was supposed to answer yes or no then explain further on the responses.
Rotich says he was instructed by the man just above him, to make the payments.
He says he declined to take the instructions and was bypassed. He has told the DCI that 14 billion was paid without involving him. And the total amount paid was 21billion.
His figure also disputes DP Ruto's figure of 7 billion that he has been defending in public.
His testimony according to sources privy to the investigations has directly implicated Ruto right from the planning of the dubious deal through to authorizing the amount of money to be paid.
DPP Hajj has promised to update the public on the investigations once the files from the DCI reach his desk.
